By treating profiling and reconciliation as the main event. Most failed cutovers are traceable to data quality that was discovered too late to fix. Repeated trial loads with published reconciliation move that discovery to the front of the programme where it is still cheap.
It gets a documented decision: migrate as-is with a flag, migrate to an archive, or leave behind with a retrieval route. What it does not get is silent inclusion — every compromise is recorded and signed off.
